Neil Williams, a Toronto man who fatally stabbed his mother in 2013 after believing she was a zombie, has been granted an absolute discharge by the Ontario Review Board, concluding he no longer poses a significant public safety threat. Found not criminally responsible for the crime due to mental illness, Williams has lived independently since May 2023, having reported regularly to a psychiatrist at CAMH. The decision, dated May 6, highlights his long history of mental health issues, including bipolar disorder and previous psychotic episodes, before his eventual release.
