A Hamilton woman, Alina Vernigorova, had nearly 60 dogs removed from her home due to unsanitary conditions, leading to a $101,000 care bill from the province. The Ontario Animal Care Review Board reduced her payment to $10,000, considering her financial situation and public resource usage. Despite her claims of financial hardship, Vernigorova failed to seek help before the situation escalated. The adjudicator emphasized accountability while recognizing her circumstances.
