Rohinie Bisesar, the woman who fatally stabbed Rosemarie Junor in a Toronto Shoppers Drug Mart in 2015, has been granted an absolute discharge by the Ontario Review Board, eliminating her legal restrictions. Bisesar, diagnosed with schizophrenia, was found not criminally responsible for the murder, which occurred after she was influenced by hallucinations. Junor, a 28-year-old newlywed, succumbed to her injuries five days after the attack. The Review Board noted that Bisesar no longer poses a significant threat to public safety and credited her commitment to mental health treatment for the decision. Bisesar, who had a history of mental health issues prior to the attack, spent three years in custody before her trial, which concluded with her being found unfit to stand trial initially due to her mental state.

Why It Matters

Bisesar’s case highlights the complexities of the legal system concerning individuals with mental health disorders who commit serious crimes. In Canada, individuals declared not criminally responsible due to mental disorders can receive treatment and may be released if deemed not a threat, contrasting with those serving prison sentences. This case also emphasizes the importance of mental health care, as successful treatment can lead to significant improvements in individuals’ conditions, allowing for reintegration into society. Such cases raise ongoing discussions about the balance between public safety and mental health advocacy within the criminal justice framework.
