The inquiry into the 2018 poisoning of former Russian spy Sergei Skripal concluded that the assassination attempt was authorized by Vladimir Putin, who bears “moral responsibility” for the death of Dawn Sturgess, who was inadvertently poisoned. The report criticized the management of Skripal’s safety but deemed the assessment of risk reasonable at the time. GRU agents used novichok, a military-grade nerve agent, recklessly, endangering many lives. The UK government has since sanctioned the GRU and condemned Russia’s actions as a blatant disregard for innocent lives.
