Russian enriched uranium shipped to Westinghouse in the U.S.

While Russia continues its military occupation of Ukraine’s largest nuclear plant and assaults the country’s power infrastructure, Europe and the United States remain reliant on Russian low enriched uranium (LEU) for their nuclear energy needs. Notably, Canadian-owned Westinghouse Electric is among the companies importing LEU from Russia. Although the U.S. imposed a ban on Russian enriched uranium imports in August 2024 to reduce dependence on Russian materials, exceptions exist under the Prohibiting Russian Uranium Imports Act. Waivers can be issued if no viable alternatives are available or if imports serve national interests, with these waivers set to expire by January 1, 2028. Reports indicate that the U.S. imported 400 tonnes of low enriched uranium from Russia in 2025, valued at approximately $1 billion, with major recipients including subsidiaries of Framatome and Westinghouse. In contrast, the European Union has not enacted similar bans on Russian uranium imports.

Why It Matters

This situation illustrates the ongoing energy dependence that Western nations maintain on Russia, even amid geopolitical tensions stemming from the war in Ukraine. The U.S. and European countries face challenges in transitioning to alternative uranium sources, highlighting vulnerabilities in energy supply chains. The historical reliance on Russian nuclear fuel underscores the complexities of energy security in the context of international conflicts and sanctions. As countries navigate this landscape, the implications of continued imports from Russia raise questions about energy independence and geopolitical stability.
