Quebec election unlikely to affect Churchill Falls agreement, experts say

Leading up to the announcement of a new agreement concerning the Churchill Falls hydroelectric project, speculation arose regarding its viability should Quebec’s political landscape shift after the upcoming fall elections. Political science professor Lori Turnbull emphasized that the involvement of the federal government as an investor complicates any potential attempts by Quebec’s Parti Québécois (PQ) to rescind the agreement. At the announcement, Premier Christine Fréchette acknowledged the PQ’s historical opposition to the deal but maintained that it is beneficial for Quebec. PQ Leader Paul St-Pierre Plamondon refuted claims that the agreement is politically vulnerable, stating that if it proves advantageous for Quebec, the party would likely support it. Experts, including La Presse journalist Joël-Denis Bellavance, noted that the agreement is crucial for Quebec’s energy needs, representing about 15% of the province’s electricity production, and is considered a “must-sign deal” for its economic implications.
