Quebec implements mandatory inmate uniforms to reduce contraband

The Quebec government is launching a 12-month pilot project aimed at preventing contraband in its detention facilities, starting at the Roberval Detention Centre in September. Inmates will be required to wear uniforms instead of personal clothing, which has been linked to smuggling illicit items like drugs. This initiative, part of a broader $35 million security investment, aims to simplify searches, reduce gang affiliations, and enhance overall safety. The uniforms will consist of basic clothing, and the Roberval facility was chosen due to its on-site sewing workshop for inmates. Additionally, stricter disciplinary measures will be implemented to address misconduct, including enhanced sanctions for serious offenses like smuggling and drone deliveries.

Why It Matters

Quebec’s move to implement inmate uniforms aligns with practices already in place in nine other provinces and one territory, as well as Correctional Service Canada. The decision comes amid rising concerns about contraband smuggling, particularly through innovative methods like using drones, which have been reported extensively in recent years. Between April 2025 and March 2026, over 1,500 drone sightings were recorded at Quebec detention facilities, highlighting the need for improved security measures. The new regulations aim to address both the physical and psychological health of inmates while enhancing the overall safety of correctional environments.
