President Vladimir V. Putin has threatened to use Russia’s nuclear weapons on three occasions in the past two years. The first was at the beginning of the conflict with Ukraine, the second when he was losing ground, and most recently on Thursday as he believes he is weakening Ukrainian defenses and American resolve. Each time, this saber-rattling has been intended to remind his opponents, particularly President Biden, of the dangers of escalating the situation. By suggesting the possibility of nuclear war, Putin aims to caution his adversaries against pushing him too far.

During his recent speech, Putin reiterated his commitment to the military operation in Ukraine and made it clear that he does not plan to renegotiate the current arms-control treaty with the United States unless it involves determining Ukraine’s future, likely favoring Russia. This stance raises concerns about the expiration of strategic weapons limits, potentially allowing Russia to deploy more nuclear weapons.

While Putin denies seeking another arms race, his statements imply a return to Cold War-era tensions between the United States and Russia. He accuses the U.S. of hostile actions and questions the possibility of discussing nuclear controls while simultaneously threatening Russia with a “strategic defeat.” His rhetoric suggests that he is willing to resort to nuclear weapons if necessary, adding to the unease surrounding the conflict in Ukraine.

The possibility of Russia using nuclear weapons has previously worried the Biden administration and NATO allies, but they have grown more confident in recent months that Putin is unlikely to engage in a full-scale conflict with NATO. However, whenever Putin mentions nuclear capabilities, it reignites fears that he may resort to using them to achieve his objectives.

Amidst speculation about Western support for Ukraine and Russia’s aggressive stance, Putin is testing the West’s resolve. He views victory in Ukraine as crucial to his vision of restoring Russia’s former glory. By framing the conflict as an existential struggle, he sets the stage for potential nuclear threats. Putin’s strategy hinges on exploiting perceived Western weaknesses and reluctance to confront Russian aggression.

As the situation evolves, the risk of nuclear escalation increases, highlighting the importance of maintaining diplomatic efforts to prevent a catastrophic outcome. Putin’s reliance on nuclear weapons underscores the urgency of addressing global nuclear threats and ensuring strategic stability in the face of escalating tensions.
