Albertans can now pay for MRIs and tests without a doctor’s referral

Albertans will be able to pay out-of-pocket for essential diagnostic tests, including MRIs, CT scans, ultrasounds, and X-rays, starting Friday, without needing a doctor’s referral. This new self-referral system, part of Bill 29 (Health Statutes Amendment Act, 2026), has raised concerns among healthcare providers and advocacy groups regarding potential impacts on public healthcare access. Patients can pay for tests themselves or through private insurance, with results sent directly to them and added to their electronic health records. If a test results in a new cancer diagnosis, patients may claim reimbursement based on publicly funded rates within a year of diagnosis. Premier Danielle Smith emphasized that this approach is intended to enhance early detection without compromising access to publicly funded services.

Why It Matters

This policy shift in Alberta reflects ongoing discussions about healthcare access and the role of private services within public systems. Cancer is the leading cause of death in the province, highlighting the importance of timely diagnostic testing. Historical concerns about wait times and resource allocation in Alberta’s healthcare have been exacerbated by the pandemic, prompting some to argue that introducing a paid option may lead to a two-tier system. The change could significantly increase the volume of private diagnostic tests performed, potentially affecting overall public healthcare service delivery while aiming to improve patient outcomes through earlier detection.
