Mum killed by husband after warning police of threat

A Domestic Homicide Review has revealed that police failed to adequately assess the risks faced by Ramona Stoia, who was murdered by her ex-partner, Catalin Micu, just 16 days after expressing fears for her safety. The 35-year-old mother had reported that Micu, 54, had made violent threats against her and had previously assaulted her. Despite these warnings, Kent Police classified her risk as ‘medium’ and did not revise this assessment even after she provided additional allegations of abuse. Ramona was fatally stabbed at GothInk Studio in Canterbury on April 11, 2022, where both she and Micu worked, shortly after he breached a non-molestation order. Following the stabbing, Micu took his own life. Ramona’s brother, Cezar Stoia, criticized the police’s handling of the case, asserting that the threats made by Micu indicated a high-risk situation.

Why It Matters

This case highlights systemic failures in the handling of domestic abuse reports by law enforcement agencies. Domestic Homicide Reviews are intended to identify lessons that can prevent future tragedies; however, the findings suggest a lack of recognition of the severity of threats made by abusers. Historical data shows that many victims of domestic violence express concerns prior to fatal incidents, emphasizing the need for police and support services to take such warnings seriously. Enhancing risk assessment protocols and ensuring a comprehensive understanding of coercive control can potentially save lives in similar situations.
