Should Daycares Be Required to Have Air Conditioning?

On hot summer days, parents and educators in Canada are increasingly concerned about the safety of children in daycare facilities. Many parents, including Lyndsay MacKay, have reported that young children arrive home overheated and exhausted, despite efforts by educators to keep them cool. Advocates are now lobbying for regulations to set maximum indoor temperatures in daycares, similar to those established for long-term care facilities in Ontario, which is around 26 degrees Celsius. Young children are especially vulnerable to heat-related illnesses due to their higher metabolism and inefficient sweat glands. The Ontario government has acknowledged the issue, with Premier Doug Ford indicating that he would consider implementing temperature standards for daycares, but no substantial action has been taken so far.

Why It Matters

Young children are particularly at risk for heat exhaustion and heatstroke, which can have serious health consequences. Historical data shows that inadequate temperature regulation in care facilities can lead to increased medical emergencies among vulnerable populations. The absence of maximum temperature standards in Ontario’s Child Care and Early Years Act contrasts sharply with its provisions for winter conditions, highlighting a regulatory gap in child safety. As climate change contributes to rising summer temperatures, this issue is likely to become increasingly significant for child health and safety in daycare settings across Canada.
