Feds propose legislation to limit social media access for minors

The Liberal government has introduced the “Safe Social Media Act,” which mandates that social media platforms restrict access for users under 16 years old. Canadian Heritage Minister Marc Miller announced the bill, which revives elements from previous legislation proposed under former Prime Minister Justin Trudeau. The act establishes a Digital Safety Commission of Canada and requires platforms to submit safety plans while obligating them to remove content that sexually exploits children or involves the non-consensual sharing of intimate images. Companies can seek exemptions from the age restriction if they implement improvements deemed adequate by the new regulator. The federal cabinet will determine which platforms are affected, and age verification methods will be the responsibility of the companies, with a notable exclusion for private messaging features. Additionally, while the bill does not impose a ban on AI chatbots, it requires companies to adopt crisis intervention protocols without mandating threat reporting to police.

Why It Matters

This legislation reflects ongoing efforts by the Canadian government to enhance online safety for minors amid rising concerns about digital exploitation and harmful content. The introduction of a dedicated regulatory body aims to streamline accountability for social media companies in protecting vulnerable users. Historically, similar measures have faced challenges in implementation, highlighting the tension between user privacy and safety regulations. The push for stricter controls aligns with global trends, as various countries grapple with the impact of social media on youth and the need for robust safeguards against digital threats.
