An Edmonton woman, Shum Shabat Yousouf, has been sentenced to 12 months in jail for defrauding a vulnerable client of over $73,000. Yousouf, 35, pleaded guilty to fraud exceeding $5,000 in November 2025 and was sentenced at the Edmonton Court of Justice. As a program manager and housing worker for Contentment Social Services Foundation (CSSF), she exploited her position to misappropriate funds from a 59-year-old man with a diagnosed mental illness. Between July and December 2023, Yousouf directed the victim to obtain bank drafts for amounts exceeding his monthly fee, then transferred significant sums from his account to CSSF and her personal account without his knowledge. The fraud was uncovered when the victim’s family discovered only $5,000 remaining in his account, leading to the termination of his services with CSSF in June 2024. In addition to her jail sentence, Yousouf is required to pay restitution totaling $73,598.99.

Why It Matters

This case highlights the exploitation of vulnerable individuals within social service organizations, emphasizing the need for stringent oversight in such sectors. Fraud against vulnerable populations can lead to severe financial and emotional distress, as seen in the victim’s case, where his life savings were nearly depleted. The judge’s decision to impose a jail sentence and restitution reflects a judicial stance against abuse of trust, particularly in organizations entrusted with the care of individuals with mental health challenges. Ensuring accountability in social services is crucial for protecting those who rely on these systems for their well-being.
