Economist suggests reforms to equalization payments to reduce provincial tensions

One of Alberta’s prominent economists, Trevor Tombe, has proposed a shift in the federal equalization payment formula to link it directly to provincial GDP. Tombe argues that the current system, which bases payments on provincial revenue, fosters resentment between wealthier provinces like Alberta and poorer ones like Quebec, leading to inefficient spending of equalization funds. He suggests that a GDP-based formula would reduce manipulation of the system and diminish the contentious debates over natural resource development, particularly between Alberta and Quebec. Tombe’s recent report recommends simplifying the equalization formula, incorporating adjustments for demographic and regional price differences. The report also calls for the repeal of a policy that mandates annual growth in total equalization payments, which he claims disproportionately affects Alberta and Saskatchewan, provinces that have not received equalization since reforms in 2009.
