Canadian Armed Forces to cease avalanche management in Rogers Pass

The Canadian Armed Forces will conclude its avalanche-control program in Rogers Pass, British Columbia, following one more winter season. For over 70 years, this initiative, known as Operation Palaci, has involved using howitzers to trigger controlled avalanches along a 43-kilometer stretch of the Trans-Canada Highway within Glacier National Park. The decision not to renew the memorandum of understanding with Parks Canada, set to expire in August 2027, comes as the Armed Forces shift focus toward modernization and divestment from legacy artillery systems. Revelstoke Mayor Gary Sulz and the Ministry of Transportation expressed concerns regarding the potential impact on highway safety and travel, emphasizing the importance of reliable access for local residents and the economy. Parks Canada is currently in discussions to determine the future of avalanche management following the program’s end.

Why It Matters

The ending of the avalanche control program represents a significant change in how avalanche hazards are managed in a high-risk area known for its steep slopes and heavy snowfall. Historically, Operation Palaci has been a critical safety measure for the Trans-Canada Highway, which is vital for transportation and trade. The use of howitzers to manage avalanches has been unique to this region, and without military support, alternative methods will need to be implemented. The transition away from military involvement could affect the speed and effectiveness of avalanche management, potentially leading to longer highway closures and greater risks for travelers.
