Vice-Admiral Angus Topshee has been appointed as the new Vice Chief of Defence Staff (VCDS) of the Canadian Armed Forces (CAF), succeeding Stephen Kelsey, who is retiring after two years in the role. Topshee, previously the Commander of the Royal Canadian Navy, is known for his candid assessment of the navy’s challenges, particularly highlighting concerns about its readiness and capabilities. In a 2023 video, he expressed that the Royal Canadian Navy (RCN) was in a “critical state” and at risk of failing to meet its commitments. His promotion comes as he continues to advocate for innovations in naval strategy, including the development of remote-controlled vessels and improvements to submarine procurement. Rear-Admiral Dan Charlebois will take over Topshee’s previous position as the top naval commander.

Why It Matters

This appointment is significant as it reflects the Canadian military’s ongoing efforts to address critical challenges within the Royal Canadian Navy, particularly in the context of evolving global security threats. The RCN has faced scrutiny over its operational readiness and modernization needs, especially amid growing tensions with nations such as Russia and China. The leadership change at this high level may influence future naval strategies and procurement decisions, impacting Canada’s maritime defense posture. Additionally, Topshee’s outspoken approach may lead to increased transparency and public discourse around military readiness and capabilities.
