Clinics and Technicians Raise Concerns About Alberta’s Self-Referral Health Test Method

Some medical clinics in Alberta are hesitating to implement the province’s new self-referral program for diagnostic imaging tests, which allows patients to book tests like MRIs without a doctor’s referral. This initiative, introduced by Premier Danielle Smith’s government, began last Friday, enabling patients to pay upfront for their tests. However, industry professionals, such as Gina McRae from the Canadian Association of Medical Radiation Technologists, express concern over insufficient staffing, as Alberta reportedly lacks about 202 medical radiation technologists—a number expected to double by 2028. The program aims to incentivize private operators to invest in imaging technology and reduce overall wait times, but clinics are still assessing how the new policy will affect their operations. Some facilities are currently declining self-referrals until they clarify the guidelines.

Why It Matters

Alberta’s healthcare system has struggled with increasing wait times for diagnostic imaging, with median MRI wait times rising to 72 days in 2022, the longest since the onset of the COVID-19 pandemic. The shift to allow self-referrals raises concerns about access to care, particularly for patients with higher medical needs, and may lead to increased strain on public health resources. Critics argue that this move could contribute to a two-tier healthcare system, complicating the principles outlined in the Canada Health Act, which emphasizes access to medically necessary services based on need rather than ability to pay.
