What Stalled Ontario Teacher Union Negotiations Mean for Back to School

Numerous teachers’ unions in Ontario are facing a standstill in contract negotiations with the provincial government, which could extend discussions and potential strike actions into the school year. Education workers’ contracts are set to expire on Monday, as stated by Martha Hradowy, president of the Ontario Secondary School Teachers’ Federation (OSSTF). Negotiations have stalled due to disagreements over the division of issues to be negotiated centrally versus locally, with David Mastin, president of the Elementary Teachers’ Federation of Ontario (ETFO), alleging that the government is undermining local bargaining efforts. The province employs a two-tiered bargaining system, where central issues typically include salary and benefits, while local matters pertain to specific school boards. The impasse means the province’s labour relations board will need to intervene, potentially delaying negotiations for weeks or months. In the meantime, the education ministry remains open to discussions on the bargaining issues.

Why It Matters

The current dispute highlights ongoing challenges within Ontario’s education system, particularly surrounding the structure of labor negotiations, which were centralized in the late 1990s under the Mike Harris government. This shift altered how funding is allocated to school boards, making them reliant on provincial funding and complicating negotiations between unions and local boards. The legislation established in 2014 further formalized this two-tiered approach, contributing to prolonged bargaining processes. The ongoing stalemate raises concerns about the effectiveness of this system in achieving timely resolutions, which is critical for maintaining stability in the education sector, especially as students prepare to return to school.
