KYIV, Ukraine is finalizing recruitment reforms to attract 18- to 25-year-olds exempt from mobilization, aiming to bolster its fighting force against Russia. Deputy Head of the President’s Office Colonel Pavlo Palisa is leading the effort, focusing on implementing an “honest contract” plan with financial incentives and clear guarantees for training. Palisa, a battlefield commander, emphasizes the need for structural reforms to improve coordination and effectiveness in Ukraine’s military operations against ongoing Russian advances in the Donetsk region.
