Severely Ill Prisoners Granted Early Release Remain Incarcerated Due To Rules

What You Need to Know
• Christian Alameda, a 52-year-old inmate, has been granted compassionate release from Halawa Correctional Facility in Hawai’i.
• Alameda has been unable to leave prison due to a lack of accepting long-term care facilities for his medical needs.
• At least three other prisoners in Hawai’i are also stuck in the infirmary after being granted compassionate release.

Christian Alameda, a 52-year-old inmate at Halawa Correctional Facility in Honolulu, has been recovering in the prison’s medical infirmary since suffering a stroke in January that left the right side of his body mostly paralyzed. In February, the Hawai’i parole board granted him compassionate release, which allows inmates to seek early probation for severe medical conditions. However, Alameda has not been able to leave the facility because no long-term care facility is willing to accept him due to his criminal background. As of June, at least three other inmates in similar situations are also living indefinitely in the infirmary after being granted compassionate release, highlighting a broader issue across the United States regarding the acceptance of released prisoners into long-term care facilities.

Why It Matters

This situation underscores the challenges faced by inmates granted compassionate release, particularly in Hawai’i, which lacks a specific law governing this process. Nationwide, many long-term care facilities are reluctant to accept former prisoners, often leading to prolonged incarceration despite granted releases. This issue is compounded by legislative changes, such as the One Big Beautiful Bill Act, which affects Medicaid eligibility for released inmates, further complicating their transition to necessary medical care.
