Quebecers can wait years to get into co-op housing. So why isn't there more?

Most of Canada’s co-op housing units were established two generations ago, and current residents appreciate their affordability. Although funding from various levels of government for this housing type has increased recently, experts point out that there are significant challenges to constructing new units.
