Environment Canterbury has paused the development of its Regional Policy Statement due to new government direction on freshwater management, which prohibits Councils from notifying freshwater planning instruments before December 31, 2025. The council is also seeking clarification from Minister Penny Simmonds on the possibility of notifying Plan Change 8 before January 2026, which aims to address the Supreme Court decision in the Cloud Ocean Water Limited v Aotearoa Water Action case. Despite the tough decision to pause these projects, Environment Canterbury is committed to working with the community to achieve the best outcomes for Canterbury/Waitaha.
