Afghan high school senior detained by ICE before graduation

A high school senior named Rihan, 18, from Connecticut, is currently in immigration detention after being arrested by ICE on April 6, the first day of his spring break. Rihan, who entered the U.S. legally with his family in October 2021 under humanitarian parole due to threats against his family in Afghanistan, was detained approximately 170 miles from his home. His attorney stated that Rihan’s detention stems from an alleged administrative error regarding the status of his parole, which was set to expire in October 2023. While he is detained at a facility in Massachusetts, his school is attempting to provide him with homework and assignments to keep him on track for graduation. Senator Richard Blumenthal has expressed outrage over Rihan’s detention, emphasizing that the family has already faced significant danger due to their ties to the U.S. military.

Why It Matters

Rihan’s case highlights the complexities surrounding immigration policies, particularly for Afghan nationals who have resettled in the U.S. since the Taliban’s return to power. Over 190,000 Afghans have been allowed to resettle in the U.S. since 2021, following emergency efforts initiated by the Biden administration to protect those who assisted U.S. forces. The Trump administration had previously implemented stricter measures on Afghan immigration, raising concerns regarding the vetting process for new arrivals. Rihan’s father’s past detention by ICE adds another layer of urgency and scrutiny to the current situation, as their family’s humanitarian status was initially granted due to direct threats they faced in Afghanistan.
