Brownstein: Claims for damage from massive water-main break may be washed away

Julien Morin and other business owners in Montreal expected financial assistance from the city after a water main break flooded their businesses near the Jacques-Cartier Bridge last August. The rupture caused significant damage to Morin’s mustard business and other companies, leading to financial losses. Despite the city’s responsibility for the infrastructure issue, the affected businesses did not receive the expected support.
