Israel tenders for settlement units in East Jerusalem, rights groups claim violations

The Israeli government has issued a tender for 1,234 settlement units in the controversial E1 project in occupied East Jerusalem, violating a prior commitment to notify petitioners challenging the project in court, according to three Israeli rights groups: Ir Amim, Bimkom, and Peace Now. The tender was announced while legal proceedings are still pending in the Jerusalem District Court and before the government has submitted an official response to the petition. The E1 plan, which encompasses approximately 12 square kilometers east of Jerusalem, aims to connect the Israeli settlement of Maale Adumim with Jerusalem through the construction of housing on Palestinian land. The groups argue that the tender, which constitutes nearly half of the 3,401 units approved for the E1 project, could have significant political and geographic ramifications, potentially undermining prospects for a two-state solution.

Why It Matters

The E1 settlement project has been a contentious issue for over three decades, facing widespread international opposition due to concerns it could disrupt the geographic continuity of the West Bank and further isolate East Jerusalem. Previous Israeli administrations have largely refrained from advancing the project in light of these concerns, which include the potential to hinder peace negotiations. The recent issuance of the tender, without prior notification to petitioners, raises questions about the Israeli government’s commitment to legal processes and transparency regarding settlement expansion in occupied territories. The ramifications of this project extend beyond local implications, affecting broader Israeli-Palestinian relations and international diplomatic efforts.
