Ukrainian Foreign Minister Andrii Sybiha is urging NATO counterparts to invite Kyiv to join the alliance during a meeting in Brussels, as part of a “victory plan” to end the war with Russia. While Ukraine acknowledges it cannot join NATO until the war is over, extending an invitation now would show Putin that his goal of preventing Kyiv from joining NATO has failed. Despite NATO’s declaration that Ukraine will join the alliance, there is no consensus among members to issue a formal invitation at this stage.
