A Windsor man, Robert Redmond, faces pressure from the city to restore a berm and cement wall in his backyard, changes he made for safety and space for his children. After removing the structures during the pandemic, Redmond sought an engineer for an alternative sound barrier but was dismissed by the city, which insists on the original berm for safety reasons. He claims that not knowing about the modification restrictions beforehand could financially devastate his family. The city maintains that compliance with sound barrier regulations is mandatory for residents near train tracks.
