US decision on Somaliland independence recognition

The US has reaffirmed its stance against recognizing Somaliland as an independent state from Somalia, disappointing advocates who sought a policy shift. A recent State Department report emphasized Somaliland’s strategic location and potential as a security partner, particularly concerning counterterrorism efforts related to groups like al-Shabaab. However, the US maintains its recognition of Somalia’s sovereignty, which includes Somaliland, and aims to foster a positive relationship with Hargeisa while avoiding complications with Somalia. This decision contrasts with Israel’s recognition of Somaliland’s independence in December 2022, which has drawn protests from several Muslim-majority countries and led to a rejection from the African Union. Despite lacking formal recognition, Somaliland has operated as a de facto state since declaring independence in 1991, with its own government and regular elections.

Why It Matters

Somaliland declared independence from Somalia in 1991, establishing its own governance and military, yet it has not received widespread international recognition. The African Union previously acknowledged the legitimacy of Somaliland’s independence claims but deferred the resolution of this issue to Somalis. The US’s refusal to recognize Somaliland aligns with its broader diplomatic strategy to maintain relations with Somalia and Muslim-majority nations. Somaliland’s situation is compounded by its desire to attract foreign investment while facing challenges related to its unresolved status in international law, which impacts trade and financial transactions.
