Elevated ocean water levels, strong winds, and significant waves are expected to exceed the highest tide, leading to coastal flooding near the coastline and low-lying areas in Surrey, Langley, Richmond, and Delta. The surge, coinciding with high tides on Saturday morning and afternoon, poses a threat to these vulnerable regions.
