The U.S. Treasury emphasized that the M23 and its supporters are exploiting the DRC’s mineral wealth, which belongs to the Congolese people, to fund weapons purchases and sustain a destabilizing insurgency. This situation has contributed to a serious humanitarian crisis in the region.
