Uganda foreign docket faces challenges due to appointees’ legibility issues

Last month, President Yoweri Museveni of Uganda reshuffled his Cabinet, appointing veteran diplomat Adonia Ayebare as the new Foreign Minister, alongside Calvin Echodu and Kyeyune Haruna Kasolo for international and regional affairs, respectively. However, the appointments faced complications as Ayebare and Echodu reportedly hold dual citizenship, which disqualifies them from serving as ministers under Ugandan law. As a result, their swearing-in has been postponed pending a review of their citizenship status. The situation has left the Ministry of Foreign Affairs in a state of uncertainty, with Kasolo being the only appointee able to assume office, despite lacking a diplomatic background. The controversy arises amid a draft Diaspora Policy encouraging dual citizenship for diplomats, highlighting an inconsistency within government regulations.

Why It Matters

This situation underscores a significant legal and policy contradiction in Uganda’s governance. While the Constitution prohibits dual citizens from holding ministerial positions, the draft Diaspora Policy has promoted dual nationality for diplomats to enhance international engagement. This contradiction has led to legal challenges regarding the eligibility of appointed ministers, impacting the operational continuity of Uganda’s foreign affairs. The ongoing uncertainty may hinder diplomatic efforts and raise questions about the future of governance in light of these conflicting policies.
