A man and a woman in North Carolina have been arrested on child abuse charges after six children were rescued from a severely neglectful home. Lacy Douglas Hocutt Jr., 34, and Rachelleigh Marie Galasso, 33, face multiple charges related to abuse and neglect, with prosecutors describing the conditions as among the worst they have encountered. The children, aged between one and 15, were removed from the home in February, suffering from serious health issues, including one child who was kept in a dog kennel and was deemed life-threateningly underweight. Hocutt and Galasso are currently being held without bond and are scheduled to appear in court again on April 23.
