Trump allows companies to target foreign cybercriminals under new rules

The U.S. government has initiated a new strategy to combat cybercrime by allowing vetted private companies to conduct cyber operations against foreign criminal groups. This initiative follows President Donald Trump’s signing of a National Security Presidential Memorandum aimed at countering sophisticated cyber threats such as ransomware and identity theft. The memorandum outlines two primary types of operations: Cyber Surveillance Operations, which involve covert intelligence collection from targeted systems, and Cyber Effects Operations, which can disrupt or degrade the digital infrastructure of criminal organizations. However, these operations must be conducted under federal supervision and cannot simply involve companies taking unilateral action against suspected criminals. Participating companies will undergo strict vetting and must adhere to contractual obligations with federal agencies.

Why It Matters

Cybercrime has become a significant issue in the U.S., with the FBI’s Internet Crime Complaint Center reporting over one million complaints in 2025 alone, leading to losses of nearly $21 billion, a 26% increase from the previous year. The rise of sophisticated cyberattacks, many enhanced by artificial intelligence, poses ongoing challenges for law enforcement agencies. This new framework for private sector involvement is designed to enhance the federal government’s capacity to combat foreign cybercriminal organizations more effectively, ensuring a collaborative approach to protecting American citizens and interests from increasing cyber threats.
