Maine Governor Janet Mills calls for filibuster reform

Democratic Maine Governor Janet Mills, who is running for the Senate to challenge incumbent Republican Susan Collins, has proposed reforms to the filibuster as part of her policy platform. In a recently released 19-page document, Mills suggests that senators should be required to physically speak on the Senate floor to initiate a filibuster, rather than simply threatening one.
