German shepherd breeder convicted of neglect but allowed to keep dogs

A German shepherd breeder is permitted to own up to 10 dogs and one puppy litter despite neglecting her animals, which led to the death of a puppy in her care and the euthanasia of three others. During a surprise inspection in 2023, Anne Glover was found with seven sick and neglected dogs at her rural property, one of which was deceased. This follows previous visits by the SPCA to her family members, who are also breeders, for similar issues.
