Russian officials have asserted that the Moscow concert hall attack, which killed 145 people a year ago, was planned and organized by “the special services of an unfriendly state” to destabilize Russia. Six Central Asians outside of Russia have been charged in absentia for allegedly recruiting and training four of the suspected perpetrators, who appeared in a Moscow court last year on terrorism charges. Despite claims by a faction of the Islamic State group, Russian officials, including President Putin, have accused Ukraine of involvement in the attack, a claim vehemently denied by Kyiv.
