The envelope was supposed to go to Penrith in New South Wales but was mistakenly sent to Penarth, Wales, with the abbreviation NSW causing the confusion. The Royal Mail spokesperson acknowledged that mistakes can happen, especially during the busy holiday season when up to 35 million letters are delivered daily.
