Rogue Officers Misuse Flock’s Camera Network for Stalking

A woman discovered that her former police officer boyfriend had used Flock’s camera system over 600 times to track her and her daughter, a finding made possible by the website “Have I Been Flocked.” An analysis revealed that at least 50 law enforcement officers have been charged or accused of misusing license-plate readers for unauthorized surveillance, often targeting women in their personal lives. Flock’s technology was implicated in 46 of these cases, with instances of officers stalking ex-partners or women they were interested in. In response to these revelations, Flock announced plans to implement better tools to prevent misuse, including a new feature that scans officers’ searches for suspicious activity. The Chief Executive of Flock acknowledged that misuse is likely to occur but emphasized the importance of accountability for those who misuse the technology.

With over 120,000 cameras in use across more than 6,000 communities, capturing around 20 billion license plate scans monthly, the reach of this technology is extensive. As incidents of misuse continue to emerge, the need for clearer policies and accountability measures becomes increasingly urgent to protect citizens’ privacy rights.
