The Parliamentary Budget Officer projects a significant decline in non-permanent resident (NPR) arrivals to Canada, aiming to reduce their share of the population to below 5% by the end of 2027. This shift follows Ottawa’s announcement of a new Immigration Levels Plan (ILP), which stabilizes permanent resident admissions at 380,000 annually from 2026 to 2028, reflecting a 20% drop from 2024. The changes, aimed at easing pressure on housing and services, also include measures to transition 148,000 NPRs to permanent status.
