Myanmar has partnered with Russia to develop the Dawei port, oil refinery, and power station in the southeast of the country, signing an investment cooperation pact. The Dawei special economic zone, strategically located along the Thailand-Myanmar peninsula, has seen interest from various countries in the past without success. Additionally, Russia has secured a deal with Sudan to establish a naval base on the Red Sea coast after losing its strategic post in Syria.
