Richard Van Buren, the chairman of Chester, Wisconsin, is accused of hanging a stray golden retriever by a leash and strangling it after it bit him during an attempt to place a collar on it. Charged with felony animal mistreatment, he faces up to three-and-a-half years in prison, while he denies the allegations, claiming they are false.
