‘I stole a mobile phone almost 20 years ago – I’ve spent half my life in prison’

Leroy Douglas, a father struggling with drug addiction, remains in prison almost 20 years later for stealing a mobile phone to feed his habit. Despite completing 36 prison courses and getting clean, he is still serving an indefinite jail term under the abolished Imprisonment for Public Protection (IPP) sentence. The UN Special Rapporteur on Torture has warned that keeping IPP prisoners locked up indefinitely without a clear path to release is inhumane and likely a breach of their human rights.
