What You Need to Know
• U.S. Immigration and Customs Enforcement plans to spend $10 million to $20 million on electric shock gloves.
• The gloves, known as G.L.O.V.E., are designed to deliver pain stimuli for compliance in confrontational situations.
• Civil rights advocates, including the American Civil Liberties Union, have expressed concern over the use of these devices.

U.S. Immigration and Customs Enforcement (ICE) is preparing to invest between $10 million and $20 million in “conductive distraction and de-escalation devices” for its officers and agents, as outlined in a notice from the Department of Homeland Security. The devices, referred to as G.L.O.V.E. (Generated Low Output Voltage Emitter), are produced by Compliant Technologies LLC, based in Lexington, Kentucky, and have been utilized by various jails and police departments. The solicitation for a no-bid contract may be published as early as Friday. Concerns have been raised by civil rights groups, including the American Civil Liberties Union, regarding the potential for misuse of force, especially given the scrutiny ICE has faced during previous immigration enforcement actions.

Why It Matters

This development is significant as it highlights ongoing tensions between law enforcement practices and civil rights advocacy. The planned purchase of these devices by ICE could represent the largest order to date from Compliant Technologies LLC. The introduction of electric shock gloves raises questions about the appropriateness of their use in law enforcement, particularly in light of past criticisms regarding ICE’s enforcement tactics during the Trump administration. Understanding the implications of this technology is crucial for assessing its impact on community relations and public safety.
