Judge halts plan to relocate FBI headquarters to Reagan Building

A federal judge in Maryland has halted the Trump administration’s plan to move the FBI headquarters to the Ronald Reagan Building in Washington, D.C. This decision follows the Biden administration’s announcement in 2023 to relocate the headquarters to Greenbelt, Maryland. FBI Director Kash Patel had previously indicated in July 2025 that the bureau would move to a nearby location, citing cost-effectiveness. Maryland filed a lawsuit against Patel and the FBI, claiming that the Trump administration unlawfully attempted to undermine the 2023 relocation plan and misdirect over $323 million in congressional funding. U.S. District Judge Theodore Chuang ruled that the funding diversion and cancellation of the plan were arbitrary and violated federal law, supporting Maryland’s position. The FBI has been located in the J. Edgar Hoover Building since 1975, which has faced ongoing structural issues.

Why It Matters

This case underscores the contentious nature of federal agency relocations and funding decisions, especially in light of the ongoing debate about the FBI’s operational needs and infrastructure. The FBI headquarters’ relocation has been discussed for over 15 years due to safety and structural concerns regarding the aging J. Edgar Hoover Building. The ruling reinforces the role of federal courts in overseeing executive decisions related to agency funding and site selection, emphasizing the importance of lawful adherence to congressional appropriations. The broader implications of this decision may impact future federal infrastructure projects and state-federal relations regarding agency operations.
