Exiled Sheikh Aims to Promote Moderation in Qatar

Sheikh Khalid Al-Hail, president of the Qatari National Democratic Party and self-proclaimed opposition leader, is forming a government-in-waiting while in exile in the U.K. Al-Hail aims to reform Qatar, end its support for terrorism, and improve relations with Israel. Once part of the Qatari elite, he faced persecution after attempting to return to Qatar in 2014 and claims to possess documents revealing corruption within the government. He proposes that a future Qatar would no longer fund designated terrorist groups.
