Lebanon has extradited former Major General Adel Issa, who served under the ousted regime of Bashar al-Assad, to Syria. This marks the first extradition of a former official since Assad’s government fell in December 2024. Adel Issa, aged 67, was arrested on August 8 after visiting the Syrian embassy in Beirut and is accused of serious crimes committed during the Syrian civil war, including intentional homicide and torture. The extradition occurred under a bilateral agreement from 1951, following requests from Syria’s new authorities for action against former military officials who fled after Assad’s fall. Issa’s case will now be reviewed by a referral judge in Damascus to determine if it will proceed to criminal court.
Why It Matters
This extradition highlights the ongoing efforts of Syria’s new authorities, led by President Ahmed al-Sharaa, to pursue former officials linked to the Assad regime. The Syrian interior ministry has stated that Adel Issa commanded ground forces in Deir Ezzor until 2016 and is among many former officials targeted for prosecution. In January, Syria provided Lebanon with a list of over 200 former senior officers it seeks to hold accountable. The extradition reflects broader regional dynamics and the shifting political landscape following the civil war, which has seen numerous officials face legal repercussions for their actions during the conflict.
