Rwanda-backed rebels tell residents of captured eastern Congolese city they are safe

Red Cross personnel in Goma load bodies of victims of the fighting between Congolese government forces and M23 rebels, with the U.N. health agency reporting 900 deaths. The rebels, backed by Rwanda, held a stadium rally in Goma, promising safety and announcing new administrative heads, despite continued advances in eastern Congo. The rebels also announced a unilateral ceasefire for humanitarian aid, but reports show ongoing rebel advances in the region, causing fear and tension among residents, with three Swiss aid workers killed and a critical medical lab in Goma disrupted.
