According to Gabi Siboni from the Jerusalem Institute for Strategy and Security, the main issue is the army’s focus on dismantling Hamas’s military system but not its civilian control.
Siboni believes that Hamas’s hold on the civilian sphere will allow it to rebuild its military capabilities.
He suggests an interim period of Israeli military rule in Gaza as the only solution, potentially lasting several years.
