A Russian former KGB agent, Vladimir Popov, initially deemed inadmissible to Canada on security grounds, has been granted another opportunity to stay in the country after a Federal Court review found the public safety minister’s March 2024 denial unreasonable. Justice Anne Turley criticized the minister’s lack of meaningful engagement with Popov’s evidence, which included his positive conduct in Canada since 1995. Popov, who fled persecution and has refugee status, applied for permanent residency in 1997, and his case remains unresolved. The judge emphasized that the minister’s approach failed to adequately assess Popov’s commitment to democratic values and human rights.
