Michael Stewart, head of the Prevent counter-terrorism scheme, has left his role after a review found the scheme “prematurely” closed its case on Southport attacker Axel Rudakubana, who went on to murder three children. Rudakubana was referred to Prevent three times between 2019 and 2021 for his interest in terrorist attacks, but no fixed ideology was found. The urgent Prevent learning review criticized the focus on ideology and highlighted the need to consider the perpetrator’s susceptibility and complex needs.
